Sindh Government Orders Establishment of Book Banks in Private Schools:
In a major step towards ensuring equal educational opportunities, the Government of Sindh’s School Education & Literacy Department has issued a directive to all privately managed schools to establish a Book Bank on their premises. This initiative, spearheaded by the Minister for Education & Literacy, is part of the government’s commitment to the “Education for All” policy, aimed at supporting deserving and underprivileged students.
A Book Bank will act as a central resource center, allowing students to donate their gently used textbooks for others to reuse. This initiative is expected to:
- Reduce financial strain on families struggling to afford new books.
- Encourage academic collaboration among students.
- Promote sustainability by minimizing academic resource wastage.
- Ensure equal learning opportunities for students from low-income backgrounds.
Schools must nominate a Focal Person responsible for managing the Book Bank and ensuring its smooth operation. Additionally, no private school is allowed to force students using donated books to purchase new ones. This measure aims to reduce financial pressure on families and foster a culture of community support and resource sharing within educational institutions. Please find the notification:

SUBJECT: ESTABLISHMENT OF BOOK BANK IN PRIVATELY MANAGED SCHOOLS
The Government of Sindh remains dedicated to overcoming challenges in the education sector under the guiding principle of “Education for All.” This initiative aims to meet the learning needs of all children and youth by ensuring equal educational opportunities and providing academic support, particularly to deserving and underprivileged students. Recognizing the financial barriers faced by many families, the school education & literacy department has taken several revolutionary steps, including the provision of free textbooks and the establishment of Book Banks in all public sector schools across Sindh.
To realize this vision, the Honourable Minister for Education & Literacy Department, Government of Sindh has directed that all privately managed schools should establish a Book Bank on their premises. This initiative will create a supportable system for sharing educational resources, ensuring greater accessibility for students in need. The Book Bank will act as a central repository, with schools actively involving students, parents, and community members in its development. Students who can afford new books should be encouraged to donate their gently used textbooks, benefiting their peers. Furthermore, students promoting to the next grade should pass on their textbooks to younger sibling /students, reducing financial strain on families and promoting resource efficiency.
For effective implementation, schools will nominate a Focal Person responsible for overseeing and managing all aspects of the Book Bank to ensure its proper functioning. Moreover, schools will not impose any requirement on students using donated books to purchase new books or courses. No undue pressure should be exerted on students in this regard.
The establishment of a book bank will not only support the education of underprivileged students and ensure their right to equal learning opportunities but also help minimize academic resource wastage, promoting a culture of sustainability and community support in schools. Besides, private schools will play a vital role in developing social welfare, reducing financial burdens on families, and promoting academic collaboration through resource sharing.
