No.F.1(5)-Reg.7/87(Vol-1)485/2005 dated 18th August, 2005 on the above subject and to state that consequent upon the adjustment of basic pay scales for the civil employees of the Federal Government circulated vide Finance Division’s O.M. No.F.1(1)/Imp/2008 dated 30th June, 2008, it has been decided to revise the rates of subscription towards General Provident Fund as shown in columns 5 of the following table:     (Amount in Rs.) No.F.1(1)-Reg.6/2008 GOVERNMENT OF PAKISTANFINANCE DIVISION(Regulations Wing) Islamabad, the 24th June, 2008 NOTIFICATION                                S.R.O. No.           (1) /2008. In exercise of the powers conferred by sub-section (1) of section 25 of the Civil Servant Act, 1973 (LXXI of 1973), read with Notification No SRO 120(I)/98, dated the 27th February, 1998, the Prime Minister is pleased to direct that in Civil Service Regulations the following further amendments shall be made and shall be deemed to have been so made on the 31st March, 2008, namely:- In the aforesaid Regulations, in Article 474 B, for clause (a), the following new clauses shall be substituted, namely:- “(a)      After a service of five years or more but less than ten years, a gratuity not exceeding one month’s emoluments for each completed year of service. If a civil servant dies in service, the rate shall be one and a half month’s emoluments for each completed year of service. If the emoluments of a civil servant have been reduced during the last twelve months or thirty six months of his service, as the case may be, otherwise than as a penalty, average emoluments may, at the discretion of the authority which has the power to sanction gratuity, be substituted for emoluments. GOVERNMENT OF PAKISTAN FINANCE DIVISION (Regulation Wing) No. F.1(1)Imp/2008                                                    Islamabad the 30th June, 2008 OFFICE MEMORANDUM Subject:-   INCREASE IN BASIC PAY AND ALLOWANCES OF CIVIL EMPLOYEES OF FEDERAL GOVERNMENT. The President has been pleased to sanction 20% increase in pay w.e.f. 1st July, 2008 for the civil employees of the Federal Government, paid from the Civil Estimates and from the Defence Estimates. The existing Pay Scales have accordingly been adjusted as detailed in the following paragraphs: PART.I — PAY SCALES 2.         Adjusted Basic Pay Scales: The Adjusted Basic Pay Scales, 2008 shall replace the existing Basic Pay Scales, 2007 as shown in the Annex to this O.M. 3.         Fixation of Pay of the Existing Employees: (i)     The basic pay of an employee in service on 30.6.2008 shall be fixed in the Adjusted Basic Pay Scale on point to point basis i.e. at the stage corresponding to that occupied by him above the minimum of 2007 Basic Pay Scales. (ii)    In case of Personal Pay being drawn by an employee as part of his basic pay beyond the maximum of his scale on 30.6.2008, he will continue to draw such pay in the Adjusted Basic Pay Scales, 2008 at the revised rates. 4.         Annual Increment: Annual increment shall continue to be admissible subject to the existing conditions, on 1st of December each year. 5.         Special Additional Allowance. Special Relief Allowance Adhoc Relief and Dearness Allowance: PART.II— ALLOWANCES Special Additional Allowance, Special Relief Allowance, Adhoc Relief and Dearness Allowance shall continue to be admissible at frozen level on existing conditions. 6.       Medical Allowance: Medical Allowance shall be admissible @ Rs.500/- per month to employees in BPS.1 to 16 subject to the existing conditions. 7.       Conveyance Allowance: (a)        Conveyance Allowance shall be admissible on revised rates as follows: BPS EXISTING(RS. GOVERNMENT OF THE PUNJABFINANCE DEPARTMENT No.FD.PR.12-7/18(2023)                                                       Lahore, the 21st September, 2023 SUBJECT:     GRANT OF EXECUTIVE ALLOWANCE @ 1.5 TIME OF THE MONTHLY BASIC PAY No.FD.PR.12-7/18(2023). In continuation of Finance Department’s Notification of even No. dated 14.06.2023 & in pursuance of Caretaker Provincial Cabinet Decision dated 24.08.2023, it is clarified that: i)           Officers (other than the officers borne on the cadre strength of S&GAD), posted by Services Wing/ Establishment Wing / Admn. Wing of S&GAD against cadre posts of S&GAD, shall continue to draw allowance till 31.08.2023. After that all the departments shall submit their cases for consideration of the cabinet under criteria mentioned below: a)    No suitable/ qualified officer is available in the cadre; b)    Justification for recommendation; c)    Only those cases should be placed before the Cabinet with reference to “a” and “b” above, wherein an officer has been requisitioned against some specific post. ii)        Officer already posted against Technical Quota against cadred posts or to be posted afterwards, by Services Wing/ Establishment Wing/ Admn. Wing of S&GAD shall be entitled to receive Executive Allowance @1.5 times of the monthly basic pay. iii)         Superintendents & Private Secretaries (BS-17)(borne at the cadre strength of S&GAD), posted as Section Officers by Admn, Wing of S&GAD before 20.04.2023 or to be posted afterwards, shall be entitled to draw Executive Allowance @1.5 times of the monthly basic pay. TO COLLEGE TEACHERS W.E.F. 1.7.2007. The undersigned is directed to refer to Finance Division’s O.M. No-F.1(3),Imp.I/88, dated 1.7.1988, O.M. No.F.1(9)Imp/2000, dated 8.5.2002 and O.M. No.F.I(9)Imp/2000, dated 22.9.2003 and to say that the matter with regard to admissibility of Special Science and Technology Allowance ® Rs.5000/- p.m. has been considered by the Government and it has been decided to extend the benefit to College Teachers also who hold Ph.D degree in the specified disciplines, w.e.f. 1.7.2007. Hence the benefit of the said allowance will now be admissible to: 2.        All those who are eligible for the aforementioned Allowance @ Rs.5000/- p.m. shall cease to receive the Ph.D. Allowance of Rs.1500/- p.m. However, the benefit of the Ph.D. Allowance @ Rs.1500/- p.m would remain admissible to other Ph.D degree holders working under the Federal Government as well as Autonomous/Semi Autonomous bodies of the Federal Government who have adopted Government Basic Pay Scales Scheme in toto and are not eligible to receive the Special Science & Technology Allowance.
