GOVERNMENT OF PAKISTAN FINANCE DIVISION (Regulations Wing) No.F.7 (3) R-10/2023                                                             Islamabad, the 6th August, 2023 OFFICE MEMORANDUM Subject:          REVISION OF RATES OF DAILY ALLOWANCES ON OFFICIAL DUTY WITHIN THE COUNTRY The President has been pleased to sanction revision of daily allowances admissible to Government officers/officials, while on official duty within the country as under:- BPS Existing (Rs.) Ordinary Rates Special Rates Ordinary Rates Special Rates 1-4 496 800 744 1200 5-11 624 880 936 1320 12-16 1120 1440 1680 2160 17-18 2000 2560 3000 3840 19-20 2480 3280 3720 4920 21 2800 4000 4200 6000 22 2800 4800 4200 7200 2.                     Specified stations for special rates as notified from time to time are Hyderabad, Karachi, Sukkur, Bahawalpur, DG Khan, Multan, Quetta, Sargodha, Sialkot, Lahore, Gujranwala, Rawalpindi, Islamabad, Faisalabad, Peshawar, Gawadar, Northern Areas, Muzaffarabad, & Mirpur AJ&K. 3.                     Daily Allowance will be admissible only for the actual night(s) at the out-station for which daily allowance is claimed. Where night stop is not involved and if absence from Headquarters exceeds four hours, half Daily Allowance will be allowed. 4.                     The proposed rates shall not apply where 20 fixed DAs for operational duties are being paid with salary which will be admissible on existing rates i.e. the rates on which the DAs were being drawn at the level on 30.06.2023. 5.                     Government servants upto BPS 1-19 may stay in Government Guest Houses, Public Sector Corporation, Rest Houses and Motels/Hotels (Minus Five Star Hotels). They can claim actual room rent charges on production of receipts subject to maximum of three DAs in specified stations and one and half DA at non-specified stations. Where no hotel accommodation receipt is produced, the rate of accommodation charges will be admissible e equivalent to two DAs in specified stations and one DA at non-specified stations. 6.                     Government servants in BPS-20 and above may stay in hotels and claim room rent charges on production of receipts, subject to a maximum of three DAs for specified stations and 1½  DAs on non-specified stations. Where no hotel accommodation receipt is produced, the rate of accommodation charges will be admissible equivalent to two DAs in specified stations and one DA at non-specified stations. For BS-20 and above, however the room rent charges are in excess of the maximum ceiling aforementioned, the government will pay fifty percent of the additional amount. 7.                     The earlier instructions issued by the Finance Division shall stand superseded and replaced by this Office Memorandum to the above extent. GOVERNMENT OF PAKISTAN FINANCE DIVISION No.F. 1(10)R-10/2006- 259                                                                Islamabad, the 2nd Aug, 2023 OFFICE MEMORANDUM Subject:          REVISION OF THE RATES OF DAILY ALLOWANCE ADMISSIBLE TO OFFICIALS AND OTHER PERSONS WHILE ON TOUR AND DUTY ABROAD The undersigned is directed to refer to this Division’s Office Memorandum No. 1(10) R-10 /206-745, dated the 30-12-2006 on the subject indicated above and to state that the existing rates of daily allowance (DA) admissible to Government servants while on temporary duty outside Pakistan have been reviewed for foreign capital cities on the basis of UN Daily Subsistence Allowance in view of the existing boarding and lodging costs abroad. Accordingly, the President has been pleased to revise the existing rates of DA for foreign capital cities as shown in the attached schedule with effect from 1st July, 2023. 2.                     According to Para. 2 of Appendix 7 of FR&SR Vol. II, the existing Categories of Government Servants for the purposes of DA on tour/duty abroad are as under:- Category Grades Category-I BPS-21 and above Category-II BPS-20 Category-III BPS 17-19 Category-IV BPS-3-16 Category-V BPS-1-2 “Note:- A Government servant in category-V shall be entitled to the DA at the rate and for the station applicable respectively to a Government servant in category-IV.” 3.                     The revision of rates in case of Category-I officer shall be subject to following conditions:- 4.                     For adjustment/reimbursement of DA concerning Categories-II, III, IV and V, the DA paid in advance would be adjusted in following manner:- 50% of DA, meant to cover accommodation charges, is admissible as per entitlement of officials/officers without production of hotel receipts. 5.                     Moreover, the above revision of rates shall be subject to following conditions:- i.          In some cities, two different rates of hotel accommodation are permissible i.e. one rate for some specified hotels and another rate for remaining hotels. In such cities, the full DA can be paid at the rates prescribed for specified hotels on production of hotel receipts. ii.         Government officials visiting Saudi Arabia on official temporary duty during the Hajj season shall be entitled to the DA and other facilities as laid down in this Division’s 0.M No.F.1(1) R-10/83, dated 20th February, 1983. iii.        The DA in Pakistan rupees will be calculated on the basis of selling rates applicable to US Dollars in cash on the date of purchase as notified by the State Bank of Pakistan. iv.        Only 30% of the DA is admissible to the Government officials who are declared “State Guests” by the host country and are provided boarding and lodging. The Government officials, who attend fully funded training courses and seminars, are not treated as “State Guests” unless they are declared as such by the host country. v.         To meet miscellaneous expenses, 15% incidental charges of normal DA are admissible only to the officers/officials who proceed from Pakistan on official tours/duties abroad. These charges are not admissible to the state guests and employees posted at Pakistan Missions Abroad. vi.        In case of journey by air, Transit DA at the rate of 30% of normal DA will be admissible provided overnight journey is involved. The overnight journey for purposes of transit on tour by air means the journey commenced before midnight and ended after midnight. 6.                     The earlier instructions issued by the Finance Division shall stand superseded and replaced by this Office Memorandum to the above extent. Government of Pakistan FINANCE DIVISION (Regulations Wing) No.F.4(3)R-4/2011-Revision Islamabad, 2nd August, 2023 OFFICE MEMORANDUM Subject: GRANT OF ADHOC RELIEF ALLOWANCE-2023 TO THE EXECUTIVE I  SUPERVISORY STAFF OF AUTONOMOUS / SEMI AUTONOMOUS BODIES, CORPORATIONS ETC. The undersigned is directed to refer to the subject noted above and to state that consequent upon grant of Adhoc Relief Allowance-2023 @ 35% of basic pay to the civil servants in BPS 1-16 and @ 30% to BPS 17-22 w.e.f. 01-07-2023 vide Finance Division’s O.M. No. F.1(1)lmp/2023-226 dated 04-07-2023, it has, inter-alia, been decided that the grant of Adhoc Relief Allowance-2023 subject to existing conditions will also be applicable to the employees of Autonomous / Semi-Autonomous Bodies and Corporations, which have adopted the Federal Government’s Basic Pay Scales Scheme in totality. 2. The above orders will, however, not be applicable to those Public Sector Corporations and Autonomous /Semi-Autonomous Bodies which have adopted different pay scales/allowances. In case of such organizations, the grant of Adhoc Relief Allowance- 2023 @ 30% and 35% of basic pay subject to existing conditions will be allowed with the concurrence of Standing Committee of Finance Division on the recommendations of the respective Board of Directors/Governors. The grant of Adhoc Relief Allowance 2023 will invariably be tagged with the financial position of the organization. 3. It is also clarified that Autonomous / Semi-Autonomous Bodies and Corporations, etc. will forward the cases of executive / supervisory staff (only) with the recommendations of their respective Boards for concurrence of Finance Division to the grant of Adhoc relief Allowance-2023 @ 30% and 35% of basic pay subject to existing conditions w.e.f. 01-07-2023 and subsequently, on the same analogy, this benefit will be allowed to the non—executive/non-supervisory staff of the Autonomous / Semi Autonomous Bodies and Corporations with the approval of their Board of Director/Governors. 4. Furthermore, it is pertinent to point out that paragraph (h) of sub-rule (1) of rule 12 of the Rules of Business, 1973, provides that no Division shall without previous consultation with the Finance Division, authorize the issue of any orders which will involve a change in the terms and conditions of service of Government servants, on their statutory rights and privileges, which have financial implications. In addition to above, the Supreme Court of Pakistan in its judgment in Civil Appeals No.1428 to 1436 of 2016 concluded that “The Rules of Business, 1973 are binding on the Government and a failure to follow them would lead to an order lacking any legal validity”. 5. In view of this position, it is binding upon all the administrative Ministries/Divisions of semi-autonomous, autonomous bodies/corporations to ensure that any changes in the pay, allowances and privileges of executive/ supervisory staff of the semi- autonomous, autonomous bodies/ corporations working under their administrative control, are processed in accordance with the Finance Division’s O.M. No.F.1(1)lmp/94, dated 26-6-1999. 6. Therefore, all Ministries/Divisions are requested to provide a list of Autonomous / Semi-Autonomous Bodies and Corporations, etc. under their administrative control, along with details of their pay structure and whether they have souqht concurrence of Finance Division for qrant of Adhoc and other allowances, and their pay scales as per the attached format by 25-08-2023 (copy enclosed). In case the approval has not been sought, the case should be initiated and forwarded for consideration of the Standing Committee of Finance Division, and final approval by the Secretary, Finance Division. 7. All Ministries/Divisions are requested to comply with these instructions andsubmit a report by 25-08-2023, and convey these instructions to Autonomous / Semi Autonomous Bodies and Corporations under their administrative control for taking further necessary action within the CFY 2023-24. GOVERNMENT OF PAKISTAN FINANCE DIVISION (Regulations Wing) No.F.2 (1)-Reg.7/2014-223                                              Islamabad, the 19th July, 2023 RESOLUTION The rate of profit on deposits and on balances at the credit of the subscribers to the General Provident Fund and similar other Funds for the year 2021-22 was fixed under Finance Division’s Resolution No.F.2(1)-Reg.7/2014-42 dated 17th February, 2023 @ 12.40% per annum. It has now been decided that the rate of profit applicable to the subscriptions and the balances in the various Provident Funds during the financial year beginning on the 1st July, 2022 shall be 14.22% per annum. The Funds concerned are:- 2.                     Necessary instructions regarding the rate of profit applicable to the balances in the various Provident Funds under the control of Ministry of Railways and Ministry of Defence for the year in question will be issued separately by these Ministries. 3.                     It has been ordered that the Resolution be published in the Gazette of Pakistan.
