Improved Monitoring of School Management Committees Directed by Sindh Government:
The Directorate General of Monitoring and Evaluation (M&E), School Education & Literacy Department, Government of Sindh, has emphasized the importance of accurate documentation and functionality of School Management Committees (SMCs). In a notification dated January 24, 2025, all Chief Monitoring Officers have been instructed to ensure the proper recording of critical Key Performance Indicators (KPIs) related to SMCs, such as their functional status, availability of funds, fund utilization during the current academic year, and remaining balances. The lack of proper documentation has been noted as a significant concern, leading to challenges in effective decision-making at higher levels. The directive highlights the urgency of addressing these gaps to streamline monitoring efforts and improve policy outcomes. Notification Describes;

Subject :- PROPER DETAILS OF SCHOOL MANAGEMENT COMMITTEE
I am directed to refer to the subject cited above and to state that, it has been observed with grave concern that the most important Indicator i.e. School Management Committee (SMC) and its further details such as: the status of the SMC (functional/non-functional), availability of SMC funds, funds received in the current academic year, utilization of SMC funds, and the remaining balance, are not being recorded properly, by the monitoring teams (MOs/MAs), which creates unnecessary embarrassment for the decision makers.
2. It is therefore, requested to direct your respective monitoring teams (Monitoring Officers and Monitoring Assistants) to accurately document the details of this most important KPI and, simultaneously ensure the proper implementation/recording of the same indicator for its onwards transmission to the quarters concerned for proper decision making.
3. This may kindly be assigned as the “Top Priority”.

1. The Chief Program Manager, Reform Support Unit, with the request to advise your respective LSU coordinator in each district to make the SMC functional as per policy.
