No. FD/Admn-I 6(3)/2024 GOVERNMENT OF SINDHFINANCE DEPARTMENT Karachi, dated the 30th August, 2024 CIRCULAR It is observed with sheer concern that consumption of gutka/manpuri is being made by some of the employees of the Finance Department within the office premises, which is a serious violation of office decorum and discipline. 2.         Effective immediately, the consumption of gutka/manpuri, or any similar substances within the office including common areas and workspaces, is strictly prohibited/banned without any kind of relaxation. 3.          All employees are therefore, strictly directed to comply with the instructions to regain the desired standards of cleanliness and hygiene in the premises of Finance Department and the cases of such delinquent employee(s) will be processed under E&D rules -1973. No.F.9(3)-Reg.6/2015Government of PakistanFinance Division (Regulations Wing) Islamabad, the 20th August  2024 OFFICE MEMORANDUM Subject:- INTRODUCTION OF CONTRIBUTORY PENSION FUND SCHEME FOR THE NEW ENTRANTS. The undersigned is directed to refer to the subject noted above and to state that in pursuance of Cabinet Decision in case No ECC-134/13/2024 dated 27.06 .2024 Federal Government has decided that in future. Contributory Pension Fund Scheme shall be introduced for all the Civil Employees of the Federal Government including Civilian paid from Defence Estimates who are appointed on regular basis on or after 01.07.2024. This scheme shall also be applicable to the Armed Forces who are appointed on regular basis on or after 01.07.2025. 2.         The rate of contribution from the employees and the Federal Government as under; (I)         Contribution @ 10% of the Basic Pay by the employees (ii)             Contribution @ 20% of the Basic Pay of the employees by the Federal Government. 3 . No. 1(2)R-5/2022                                                                                  Islamabad, the 27th August, 2024 OFFICE MEMORANDUM Subject:    REVISION OF SPECIAL ALLOWANCE GRANTED TO THE CIVIL EMPLOYEES OF THE FEDERAL GOVERNMENT. The undersigned is directed to refer to the subject cited above and to state that the President has been pleased to enhance with effect from 1st July, 2024 and till further orders, minimum wage/ gross salary from Rs.32,000/- to Rs.37,000/- to all the Civil Employees of the Federal Government as well as the civilians paid from Defence estimates including contingent paid staff and contract employees against civil posts in Basic Pay Scales on standard terms and conditions of contract employment. Those whose gross salary is less then Rs.37,000/- shall be allowed the difference as Special Allowance.   2.         The amount of Special Allowance:   3.        The above Special Allowance/ increase in minimum wage shall be accommodated from within the budgetary allocation for the year 2024-2025 by the respective Ministries/ Divisions/ Departments and no supplementary grants would be given on this account. Government of PakistanFinance Division(Regulations Wing) No. F. 6(1)Reg-7/2014-205                                                                     Islamabad, the 28th August, 2024OFFICE MEMORANDUM Subject:     PAYMENT OF PENSIONS IN FOREIGN EXCHANGE TO THOSE WHO ARE RESIDING ABROAD Instances have been reported to Finance Division that a number of pensioners, who are residing abroad, are drawing/trying to draw their pensions in foreign exchange. The situation relating to current account balance of the country does not permit the Federal government to allow pensioners residing abroad to draw pension in foreign exchange. Further, in view of the digitization and worldwide accessibility of the banking channel, there would be no need for . such permission. 2. In this regard, it is stated that Section IV of Chapter XLVIII of the Civil Service Regulations (CSR 966 — CSR 973) allows the grant of pension in foreign are residing abroad after retirement. Finance Division, vide O.M No. F. 1(10)EF(B.II)/79-2340 dated 17-11-1980 laid down procedure to be adopted for payment of pension in Foreign Exchange through Pakistani Mission Abroad. 3. Finance Division is of the definite view that these provisions are meant for those pensioners, who have been appointed before 2nd January, 1959 and the pensioners appointed on or after 2nd January, 1959 are not entitled to draw their pension in Foreign Exchange. 4. It is accordingly advised to ensure that no pensioners, who have been appointed or_or after 2nd January, 1959 be allowed to draw pension in foreign exchange. This O.M may be give wise-publicity. No. 9(63)R-l/2016-167                                                                             Islamabad, the 31st March, 2021 OFFICE MEMORANDUM SUBJECT:    GRANT OF TIME SCALE TO PRIVATE SECRETARY (BPS-17) IN FEDERAL MINISTRIES/DIVISIONS/DEPARTMENTS The undersigned is directed to state that Prime Minister has been pleased to approve following revised conditions/criteria for grant of Time Scale to Private Secretary (BS-17) with immediate effect: i. A Private Secretary (BS-17) will be granted time scale BS-18 after putting in 5 years service in BS-17. The Private Secretary (time scale BS-18) will further be granted time scale BS-19 on completion of 12 years service in BS-17 and above. However, on grant of BS-19 time scale nomenclature of the post will be Senior Private Secretary. ii. In the light of approved revised conditions, benefit of Establishment Division’s OM. No. 1/9/80-R-2 dated 02.06.1983 will not be admissible to Private Secretary(BS-17) for grant of Time Scale BS-18 and BS-19. 2.      Finance Division’s O.M. No. 19(55)Legal-II/2010-1055 dated 23.12.2011 shall stand amended to the extent of Private Secretary.
