Subject to failure, the ID’s may be blocked and major penalty may be imposed”. GOVERNMENT OF SINDHSCHOOL EDUCATION & LITERACY DEPARTMENTKarachi dated: 07-08-2024 NOTE FOR MINISTER EDUCATION, SINDH Subject:  REOUEST FOR BLOCKING OF ID’S AND DISCIPLINARY ACTION AGAINST 6342 ABSCONDERS. It is submitted that 6342 teaching staff of SE&LD is absconding from duties having range of absconding varying front I – 5 years.(600 pages approx. of data available on M&E dashboard). 2.                     These individuals have also been verified through Human Resource Management Information System (HRMIS). 3.                     Directorate General of Monitoring & Evaluation has over the years shared this data with the respective Directors of the Primary/ES&HS School Education Literacy Departments for appropriate disciplinary action. However, to date, no action has been initiated. 4.                     It stands significant to up rise that a number of absconders have retired, got lien, expired who are still a burden on the exchequer. 5.                     Considering the above facts, it is requested that such personal ID’s of these employees may be blocked immediately with disciplinary measures implemented. The same practice has been observed in past as well. 6.                     These absconders have not been included in the placement plan which again has become an instrument for them to remain at home and enjoy the salaries without doing duty. For the wellbeing of Education in the province, addressing this matter promptly shall lead to the upholding of integrity of our educational system and ensure that all personnel adhere to their professional responsibilities. 7.                     The Honorable Minister is requested to kindly approve para- 5/N. For further queries Mr. Rana Akbar All (0321-4088255) Coordinator, NSPP may be contacted. 3.             It is informed that the subject course is mandatory for promotion and in case of failure to undergo the same, the officer concerned would be dealt under Rule 8(b) of the Civil Servant Promotion (BS-18 to BS-21) Rules, 2019; provides that a civil servant shall be liable to supersession subject to the provisions of Rule 22 ibid, if he / she fails thrice for any reason to attend the mandatory training. Therefore, in the event of nomination of officers for the training, the controlling Ministries / Divisions / Departments / Government are bound to relieve the officers on their selection for training course without fail as per the Prime Minister’s directive, issued vide this Division’s D.O letter No. 5/1 1/2000-T-11/T-I dated 10-06-2014 read with this Division’s O.M No. 4/4/2021-T-I dated 15-02-2022, the Ministries/ Divisions / Departments shall make stopgap arrangements, as the nominated officers are not required to attend their offices while undergoing training. Non-compliance of the directions of the Prime Minister can attract disciplinary proceedings under the Civil Servants (E&D) Rules, 2020. 4.          The course will be fully residential. The course fee is Rs. 2,200,000/- per participant which covers the boarding and lodging expenses at the respective NSPP center including expenses on mandatory Inland Study Tour/ Foreign Study Tour. The payment of course fee in respect of officers of occupational groups and Ex-cadre officers of all Ministries / Divisions and their attached departments will be paid by the Establishment Division while in case of officers of the Provincial Governments and Autonomous Bodies / Organizations etc. nominated for the course, it shall be arranged by their respective Ministries / Divisions / Provincial Governments/Autonomous Bodies / Corporations through Bank draft/ cross cheque / pay order at the time of joining the course by the officer concerned or as early as possible. TO BE SUBSTITUTED WITH THE NOTIFICATION BEARING SAME NUMBER DATED 09.05.2024 GOVERNMENT OF THE PUNJAB SPECIALIZED HEALTHCARE & MEDICAL EDUCATION DEPARTMENT (MEDICAL EDUCATION WING) Dated Lahore the, 8th August 2024 NOTIFICATION: NO.SO(ME-II)2-2/2023: Consequent upon the decisions made in the 2nd and 3rd meetings of Inter-University Board (IUB) comprising all Vice Chancellors of Public Sector Medical Universities in Punjab, and in order to improve the quality of intake of post graduate trainees and to obtain the International recognition of the University programs (MD/MS/MDS), the Competent Authority has been pleased to notify that Joint Centralized Admission Test (JCAT) for admission/ induction to postgraduate MS/MD/MDS programs shall be held in the following specialties instead of common paper for MS/MD/MDS. Sr. No. JCAT-Specialties 1 JCAT-Medicine and Allied 2 JCAT-Surgery and Allied 3 JCAT-Obstetrics & Gynecology 4 JCAT-Anesthesiology            5 JCAT-Ophthalmology 6 JCAT-Diagnostic Radiology 7 JCAT-Psychiarty 8 JCAT-Oto-Rhino-Laryngology (ENT) 9 JCAT-Dentistry 2.                     The specialty based JCAT shall comprise two papers. The Competent Authority has been further pleased to notify that Pass percentage shall be 75%. The result declaration shall be In form of “Pass” and “Fall”. 3.                     Specialty specific JCAT shall be said with effect from Jan 2025 induction. However, in order to facilitate and accommodate the candidates having valid common JCAT, they shall have to pass second paper(specialty based) of JCAT in order to be consider. for Jan 2025 induction and onwards. The pass percentage for second paper for candidates having valid common JCAT shall also be 75 percent. The validity of JCAT for such candidates shall be counted from the date of their passing Common JCAT. 4.                     The fees for Specialty based JCAT shall be Rs.10,000 and in case of candidates having valid common JCAT result taking paper two only it would be Rs.6000. 5.                     Vice Chancellor, King Edward Medical University (KEMU), Lahore shall conduct the upcoming JCAT which is likely to be held in October 2024 on above said parameters. 6.                     Further in case of induction in basic sciences in university programs specialty specific (Physiology, Pathology, Community Medicine etc) JCAT shall be held as and when initiated.
