Here’s a breakdown: Document Checklist: It is crucial to attach the necessary documents with the application. Here’s what you need to provide based on the type of advance you’re applying for: House Building Advance (HBA): Motor Car / Motor Cycle / Cycle Advance: DDO Certification: The application form also includes a section that must be completed by the Drawing and Disbursing Officer (DDO). The DDO certifies that the documents provided by the applicant regarding the house or plot are valid and have been examined according to the rules (para 253-A of the General Financial Rules, Vol. 1). The DDO must also ensure that all documents are kept on record and that the employee does not have any outstanding loans from previous advances. Applicant’s Signature and DDO Certification: Once the form is complete, the applicant must sign it, and the DDO must also sign the form, affixing the official stamp of the office.

No. 9(3)R-6/2024-264                                                                  Islamabad, the 10th September, 2024 OFFICE MEMORANDUM Subject:-                VOLUNTARY RETIREMENT PENALTIES The undersigned is directed to refer to the subject noted above and to state that, on the recommendations of Pay and Pension Cornmission­2020, it has been decided that henceforth, there shall be penalties an voluntary retirement as follows: A Federal Government employee may opt for retirement after putting in 25 years of service, however, the employee shall be liable to a flat reduction rate of 3% per year in gross pension based on the number of completed months from the date of retirement to the date of superannuation Such flat reduction in gross pension shall be capped at 20%.
