No. 1579-80/AD (Lit:II)                                                                                        Dated Peshawar the 06/08/2024 Subject:           NOMINATION OF LITIGATION OFFICERS /LEGAL REPRESENTATIVES Memo: I am directed to refer to the subject cited above & to state that the worthy Director E&SE KP Peshawar has noticed that in some Districts, Litigation Officers/Legal Representatives are being nominated by the DEOs (Male/Female) to pursue litigation cases before various courts of law/Tribunal without scrutinizing their qualification & legal expertise in court matters & as a result thereof, sometime an embarrassing situation are created for the Department in the shape of attachment of salaries, show cause notice against the Respondents. Most of the time, such like untoward situation arises due to lake of interest of the legal representative concerned by putting the Respondent Department in awkward position before the courts of law/Tribunal & as a result, right of defense of the Deponent is struck off on Ex-Parte basis due to non-submission of replies/joint parawise comments before the courts well in time. It has also been noticed that due to non-appearance of the legal representative concerned & non-production of record before the courts in pending casts, salaries of the Respondents are attached by the courts. To mitigate the afore-mentioned circumstances, it is indispensable to nominate such Litigation Officers/Legal Representatives who are committed, devoted & having legal expertise & experience in legal matters. In this regard, the worthy Director E&SE has decided that in future, nomination of Litigation Officers/Legal Representatives for all Districts shall be made at Directorate level after a bare-scrutiny of their academic & professional expertise in legal matters. I am further direct, to intimate you that particulars/list of Litigation Officers /Legal Representatives working under your administration may be processed to this Directorate within a week time so that the person(s) concerned may be interviewed in view of their academic & professional qualification in legal matters & thereafter, their assigned duties being Litigation Officers/Legal Representatives may be notified at Directorate level & a copy whereof, be shared with the offices of AAG concerned please. GOVERNMENT OF KHYBER PAKHTUNKHWA ELEMENTARY & SECONDARY EDUCATION DEPARTMENT Dated Peshawar the July 30th, 2024 NOTIFICATION No. SO(SM) E&SED/7-1/2020/PT/General: In order to facilitate the Teaching Cadre Employees and to streamline and standardized/automate the process of posting/transfer, the Competent Authority is pleased to approve the E-Posting/Transfer Policy for the Employees of the Teaching Cadre (BS-12 to BS-18) of E&SE Department Khyber Pakhtunkhwa with immediate effect, in the best public interest. E-POSTING/TRANSFER POLICY OF TEACHING CADRE (BPS-12 TO 18) IN E&SE DEPARTMENT KHYBER PAKHTUNKHWA 2.                     The indicators as per Form (A, B, C & D) will be considered for posting/ transfer as per detail given below: Form-A: Posting/Transfer of Teachers up to BPS 16 except SST (Total Marks 65) i.         Tenure in the Present Schools against the Present Posts -20 marks a.         Normal tenure of 2 years – 0 marks b.         Tenure from 2 to 3 years – 8 marks c.         Tenure from 3 to 5 years- 15 marks d.         Tenure more than 5 years-20 marks ii.       STR (Total number of Students in the school / Total number of Teachers) – 20 marks (EMA data Source) iii.      Disability -10 marks 10 marks will only be awarded only to those with physical disability, Proof required will be Special person CNIC/Standing Medical Board disability certificate. 05 marks will be awarded to those when the desired school is in his/her district of domicile 10 marks will be awarded to those whose spouse is posted in the district where the desired school is situated and the desired district is the domiciled district of the applicant Form-B; Posting/Transfer of SSTs Total Marks – 85 i.          Tenure in the Present Schools against the Present Posts -20 marks ii.         Students Teachers Ratio (STR) – 20 marks (EMA data Source) 1.     For SST teacher In High/Higher Secondary School STR is equal to (Total Number of Students in Class 9 & 10 / Number of SST) 2.     For SST teacher in Primary/Middle School STR is equal to (Total Number of Students in the school / Total Number of teachers) a.      STR at present school is greater than the desired school – 0 marks b.     STR at present and the desired school arc equal or at the same level – 10 marks c.      STR at the present school is less than desired school – 20 marks iii.       Disability – 10 marks 10 marks will only be awarded only to those with Physical Disability. Proof required will be special person CNIC/Standing Medical Board disability certificate. iv.        Domicile – 05 marks 05 marks will be awarded to those when the desired school is in his/her district of domicile. 10 marks will be awarded to those whose spouse whose posted in the district where the desired school is situated and the desired district is domiciled district of the applicant. OR For SSTs (General) working in Middle/Primary Schools – 20 Marks Overall Students Attendance Rate Percentage as per EMA data Form C: Posting/Transfer of Subject Specialist (SSS/SS) (Total-85) i.          Tenure in the Present Schools against the Present Posts – 20 marks                    a.         Normal tenure of 2 years – 0 marks                    b.         Tenure from 2 to 3 years – 8 marks                    c.         Tenure from 3 to 5 years – 15 marks                    d.         Tenure more than 5 years – 20 marks ii.       Number of Students in Class-11 & 12 – 20 marks iii.      Disability-10 marks 10 marks will only be awarded only to those with Physical Disability. No.FD.SR.V.4-1/2024GOVERNMENT OF THE PUNJABFINANCE DEPARTMENT Dated Lahore the 5th August, 2024 Subject: –             GRANT OF ADHOC RELIEF ALLOWANCE-2024 TO CIVIL SERVANTS OF PUNJAB GOVERNMENT Iam directed to state that the Governor of the Punjab has been pleased to sanction an Ad-hoc Relief Allowance-2024 with effect from 1st July, 2024 and till further orders to all the Civil Servants of the Punjab Government and contract employees employed against civil posts in Basic Pay Scales on standard terms & conditions of contract appointment as under: 2.          The Adhoc Relief Allowance — 2024 will be admissible subject to the following conditions: i)           Be subject to income Tax. ii)     Be admissible during leave and entire period of LPR except during extra ordinary leave (without pay). iii)       Not be treated as part of emoluments for the purpose of calculation of pension / gratuity and recovery of House Rent. iv)     Not be admissible to the civil servants during the tenure of their posting / deputation abroad. v)         Be admissible to the civil servants on their repatriation from posting / deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.         The term “Basic Pay” for the purpose of Adhoc Relief Allowance-2024 will also include the amount of the personal pay granted on account of annual increment(s) beyond the maximum of the existing pay scales. 4.      The above Ad-hoc Relief Allowance-2024 shall be accommodated from within the budgetary allocation for the Financial Year 2024-2025 by the respective departments and no supplementary grant would be given on this account. Lahore No. FO(B&F)/3-63(A)/Vol-12/2181-2200                                                                             Date. 26.07.2024 OFFICE ORDER Subject:-          GRANT OF PROJECT ALLOWANCE   Ref:-                This Division’s 00 No FO(B&P)/3-63(A)N01-8/671-770 dated 20 09 2019 In continuation to above referred order, the Authority has been pleased to rename the existing Construction Development Allowance as Project Allowance alongwith following amendments regarding admissibility of said allowance:- i- The Project Allowance, as per rate notified vide this division’s O.O under reference, will only be admissible at the development stage of the project, whereas, employees of completed projects will be entitled to Generation Allowance @ 20% of pay subject to maximum of Rs 20,000/. P.M and Hard Area Allowance at half of existing rate as per zone of the projects in lieu of Operation Hardship Allowance ii. a.     The existing employees of respective projects will be allowed Project Allowance as per zone wise rates of the projects and same will be frozen at drawn level for those getting said allowance beyond the specified maximum ceiling b.    The employees of liaison offices (Other than PD offices) of relevant projects will be allowed Project Allowance at half rate of Project Allowance of relevant zone and same will be frozen at drawn level for those getting said allowance beyond the half of specified maximum ceiling. iii.
