The Regulation-wing, SGA&CD has accordingly tendered the advice/opinion, which is reproduced as under: “It is stated that recently Hounorable Supreme Court of Pakistan in its Judgement passed in C.P No.3390/2021 dated 26-09-2024 has declared appointment of civil servant on deceased quota is ultra vires to Article -3,4,5 (2),18 25(1) and 27 of the constitution of Pakistan. Moreover, Law Department has informed to all Administrative Departments that Honorable Supreme Court of Pakistan in civil petition No. 3390 of 2021, held recruitment against Deceased Quota under Rule-11-A of the Sindh Civil Servants (appointment, Promotion & Transfer) Rules, 1974, to be violative and discriminatory to fundamental rights guaranteed in the Constitution vide their Circular bearing No. D.Q.1(12)/2024/215 dated 23-10-2024. It is accordingly advised to follow the instructions issued by Law Department that those candidates/applicants whose appointment order is not issued before the judgement dated 26- 09-2024 of Supreme Court of Pakistan, shall now be deemed to be null and void.” 3.                           It is advised to take further necessary action in deceased quota cases strictly adhering to the advice/opinion of Ruglation-Wing, SGA&CD quoted above. Please find notification: GOVERNMENT OF SINDHSCHOOL EDUCATION & LITERACY DEPARTMENT Karachi dated the 10th April, 2025 CIRCULAR No.SO(GA)/SE&LD(CIRCULAR)/2025:                     In continuation of this department circular No.SO(G-I)SE&LD (CIRCULAR)2023 dated 08.03.2023, the School Education & Literacy Department, Government of Sindh is pleased to order that all the promotion orders, transfer orders, retirement orders & obituary issued by the Director School Education/District Education Officers will be issued after affixing QR code and all such orders shall be uploaded on the website of School Education & Literacy Department, Government of Sindh. .                       Any order issued by the Director School Education/District Education Officers without having the QR code and is not uploaded on official website of SELD shall not be entertained by office of the Accountant General Sindh and the District Accounts Office concerned. -SECRETARY TO GOVT. OF SINDH- SECTION OFFICER (GA) QR Code Policy to Ensure Transparent and Verified Orders in Sindh Education Department: This new QR code requirement by SELD is a major leap toward secure, transparent, and foolproof government documentation in the education sector. Not only will this policy help in reducing corruption, but it will also make it easier to track, verify, and validate all official orders directly from the SELD portal. From now on, all employees in the School Education & Literacy Department Sindh—whether awaiting a promotion, retirement, or transfer—must ensure their orders carry a valid QR code and are properly uploaded to the official SELD website. Any order missing this requirement will be considered null and void for financial and administrative processing. Notification / OM No. No.SO GAV/CIRCULAR/2025 Dated 15-April-2025 Notification Issued By: School Education & Literacy Department, Government Of Sindh Government of Sindh Cracks Down on Tinted Windows & Fancy Plates in School Education Department: In a latest Government Notification issued on 15th April 2025, the School Education & Literacy Department (SELD), Sindh, has expressed serious concerns over the increasing use of tinted windows and non-standard number plates by government officials. This newly issued circular emphasizes that such practices are not only in violation of traffic laws but also reflect poorly on the image of government institutions and employees. According to the circular, all officers and staff within SELD and its attached departments are strictly instructed to remove tinted glasses from their vehicles and use only original number plates issued by the Excise & Taxation Department of Sindh. The use of fancy or altered plates is strictly banned. To ensure implementation, Heads of all departments and sections are made responsible. Non-compliance will result in disciplinary action under Sindh Civil Servants (Efficiency and Discipline) Rules, 1973. The Circular dated 15th April 2025 highlights that despite multiple reminders, many employees in the department and its subordinate offices continue to arrive late or leave without prior approval — an action considered a breach of the Sindh Government Employees Conduct Rules, 2008. This negligence has led the Chief Secretary Sindh to take strict notice of the situation. Such disregard for punctuality disrupts the smooth functioning of the department, hinders service delivery, and in violation of the Sindh Government Employee (Conduct Rules), 2008. 2.                           Heads of all sections / offices/ attached departments are responsible for ensuring strict compliance with this circular and for maintaining a proper attendance record of their staff. In case of non-compliance strict disciplinary action will be taken against the delinquents in accordance with Sindh Civil Servants (E&D) Rules, 1973. -SECRETARY TO GOVT.
