GOVERNMENT OF BALOCHISTANFINANCE DEPARTMENT(Regulation-I)                                                                                                 Dated Quetta, the 11th July, 2023 NOTIFICATION: No.FD(R-I)II-29/2023/3719-3839.       The Government of Balcohistan is pleased to sanction an increase @17.5% of net pension with effect from 1st July, 2023 to all the pensioners of this Provincial Government. 2.                     This increase in pension @ 17.5% as mentioned at Para-1 above will also be admissible to the pensioners who would retire on or after 01-07-2023. 3.                     For the purpose of admissibility of increase in pension sanctioned in this Notification the term “Net Pension” means “pension being drawn” minus “Medical Allowance”. 4.                 The increase will also be admissible to all the family pensioners of Provincial Government under the Balochistan Civil Servant Pension Rules, 1989 as well as on the compassionate allowance under Rules 1.9 of the said rules. 5.                     If the gross pension sanctioned by the Provincial Government is shared with any Government in accordance with the rules, the amount of the increase in pension will be apportioned between the Provincial Government and the other Government concerned on proportionate basis. 6.                    The increase in pension sanctioned in this Notification will not be admissible on Special Additional Pension allowed in lieu of pre-retirement orderly allowance and monetized value of a driver or any orderly. 7.                     The benefit of increase in pension sanctioned in this Notification will also be admissible to those Pensioners of the Provincial Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to or are not in receipt of pension increase under the British Government’s Pension (increases) Acts. GOVERNMENT OF BALOCHISTANFINANCE DEPARTMENT(REGULATION-I) No. FD(R-I)V-1/2023/3698/-3718                                         Dated Quetta the 11th July, 2023 SUBJECT:     GRANT OF ADHOC RELIEF ALLOWANCE-2023 TO THE CIVIL SERVANTS OF BALOCHISTAN GOVERNMENT. The Government of Balochistan has been pleased to sanction an Ad-hoc Relief Allowance-2023 in favor of all Provincial Government employees including contingent paid staff and contract employees employed against civil posts in Basic Pay Scales on standard terms & conditions of contract appointment with effect from 1st July, 2023 and shall freeze on as below:-             i)          BPS-1 to BPS-16        @ 35% of the Basic Pay as on 30-06-2023.             ii)         BPS-17 and above      @ 30 % of the Basic Pay as on 30-06-2023. 2.                     The amount of Ad-hoc Relief Allowance-2023:-                         i)          will be subject to Income Tax, ii)         will be admissible during leave and entire period of LPR except during Extra Ordinary Leave. iii)        will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent; iv)        will not be admissible to the employees during the tenure of their posting/ deputation abroad; and v)         will be admissible to the employees on their repatriation from posting/ deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.                     The term “Basic Pay” for the purpose of Ad-hoc Relief Allowance-2023 will also include the amount of the personal pay granted on account of annual increments(s) beyond the maximum of the existing pay scales. 4.                     The expenditure involved in the above Ad-hoc Relief Allowance-2023 will be adjusted in revised budget estimates 2023-24. GOVERNMENT OF SINDHFINANCE DEPARTMENT FD(SR-I)01(32)/2023-24                                                                                             6th July, 2023 OFFICE MEMORANDUM SUBJECT:     GRANT OF ADHOC RELIEF ALLOWANCE-2023 TO ALL CIVIL SERVANTS OF SINDH GOVERNMENT AND REVISION OF RATES OF ALLOWANCES. The Government of Sindh has been pleased to sanction an adhoc relief allowance-2023 with effect from 1st July, 2023 @ 35% of Basic pay to BPS-01 to BPS-16 and 30% BPS-17 and above to all civil servants of Sindh government as well as contract employees appointed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment. 2.                     The amount of Adhoc Relief Allowance-2023;                         i)          will be subject to Income Tax; ii)         will be admissible during leave and entire period of LPR except during Extra Ordinary Leave (EOL); iii)        will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent; iv)        will not be admissible to the employees during the tenure of their posting/ deputation abroad; and v)         will not be admissible to the employees on their repatriation from posting/ deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.                     The Adhoc Relief Allowance-2023 shall not be admissible to the employees working against Project Pay Scales, MP Scales and Contract Employees working on lump sum Pay Packages, etc. 4.                     The term “Basic Pay” for the purpose of Adhoc Relief Allowance-2023 will also include the amount of the personal pay granted on account of annual increments(s) beyond the maximum of the existing pay scales. 5.                     DEPUTATION / ADDITIONAL CHARGE ALLOWANCE / SPECIAL PAY ON CURRENT CHARGE.                         The rates of Deputation  / Additional Charge Allowance / Special Pay on Current Charge shall be revised with effect from 1st July, 2023 as follow: Sr. No Item Existing Rates (per month) Revised Rates(per month) i. Special Pay on Current Charge 20% of the Basic Pay subject to maximum Rs. 12,000/- 20% of the Basic Pay subject to maximum Rs. 20,000/- 6.                     SPECIAL CONVEYANCE ALLOWANCE TO DIFFERENTLY ABLED EMPLOYEES.                         The rates of Special Conveyance Allowance admissible to differently abled employees of the Sindh Government shall be revised from existing Rs. 2,000/- per month to Rs. 4,000/- per month in addition to normal Conveyance Allowance, with effect from 1st July, 2023. All other terms and conditions will remain the same as continued in this department’s Office Memorandum No.FD(SR-III)5-92/2016, dated 1st September, 2016. 7.                     The above allowances shall be accommodated from within the budgetary allocation for the financial year 2023-24 by the respective departments and no supplementary grants would be given on this account.
