Punjab Government Revises Financial Assistance Package for Families of Deceased Civil Servants in 2024-Notification

No.FD.SR-1/3-9/2018 GOVERNMENT OF THE PUNJABFINANCE DEPARTMENT Dated: Lahore, 19th August, 2024 Subject:FINANCIAL ASSISTANCE TO THE FAMILY OF A CIVIL SERVANT WHO DIES WHILE IN SERVICE In continuation of this department’s letter bearing No.FD.SR-1/3-10/2004(P-II), dated 07.02.2024 and in pursuance of decision of the Provincial Cabinet in its 8th meeting held on 24.05.2024, I am directed to state that Governor of the Punjab has been pleased to approve following revision in the provision of Serial No.2(i) & 5 of Para-1 of Financial Assistance Package notified vide Finance Department’s policy letter bearing No.FD.SR-1/3-10/2004. dated 15.08.2017 for the families of civil servants who die while in service. Existing Revised The deceased’s family shall be allowed salary, alongwith annual increases in the pay, the deceased officer / official was drawing till the date of superannuation of the deceased civil servant. Grant of basic pay and allowances subject to conditions of the admissibility from time to time i.e. House Rent Allowance, Special Allowance 20% (2009), Medical Allowance, Utility Allowance and Adhoc Relief Allowances, along with annual increases in the basic pay, to the deceased officer / official till the date of his/ her superannuation, through creation of OSD post, for the entitled family members of civil servants of Punjab Government. Moreover, PAS/PSP officers who die in-service while posted under the Government of the Punjab will also be entitled for the facility of creation of the OSD post till their superannuation w.e.f. 22.02.2017*. However, their family pension cases shall be processed by their respective competent authorities in the Federal Government.   *Policy vide letter No.FD.SR-1/3-10/2004, dated 15.08.2017 is applicable w.e.f. 22.02.2017 hence officers that die while in service on or after 22.02.2017 will be entitled for creation of the post of OSD under this policy. 5. EMPLOYMENT: Existing Revised Appointment of one child or widow in BS-1 to BS-11 (including the post of Patwari and Junior Clerk) on contract or regular basis as per provisions of Rules 17-A of the PCS (A&CS) Rules, 1974 for the families of the deceased civil servant who dies while in service w.e.f. 10.01.2024. The provision of Rule 17-A of the PCS (A&CS) Rules, 1974 has been omitted by the Regulations Wing. C.No.16(1)/S-MIR-I/2008 GOVERNMENT OF PAKISTAN REVENUE DIVISION FEDERAL BOARD OF REVENUE Secretary/Chairman Islamabad, the 20th August, 2024 Subject: USE OF EXTRANEOUS INFLUENCE BY OFFICERS/OFFICIALS OF FBR IN ADMINISTRATIVE MATTERS It has been observed with grave concern that there is a rampant sub-culture of using extraneous influence for ‘choice postings’ by the officers/officials of FBR, particularly those seeking field assignments. Such sub-culture is eating at the very roots of integrity of the organization. Moreover, mid-level officers seeking choice postings through their influence/network are creating a poor model of career choices for junior officers. 2. It is pertinent to mention here that use of extraneous influence constitutes “misconduct” under the Government Servants (Conduct) Rules, 1964 and the Civil Servants (E&D) Rules, 2020. “Misconduct” is a valid ground for “Removal from Service”. Reference is also made to Rule 19 & 29 of Conduct Rules, 1964, instructions at S.No. 14.3, 14.4 & 14.5 of ESTACODE, and Rule 2(1)(k) of E&D Rules, 2020. 3. It may be noted that in future any such act will result in immediate suspension of the concerned officer/official and shall lead to initiation of disciplinary proceedings under the relevant law/rules. 4. However, FBR recognizes genuine needs of the officers/officials for ‘station change requests’ in case of hardships. Such requests alongwith supporting documentary evidence may be emailed at the following email addresses for consideration of the Committees constituted for this purpose:- BS-17 and above officers of IRS/PCS: memberadmin@fbr.gov.pk. BS-1-16 of IR field offices and FBR (HQ): chiefmanagement@fbr.gov.pk. BS-1-16 of Customs field offices: chiefmgt.customs@fbr.gov.pk. 5.
