The case, filed under Section 60 of the Industrial Relations Act (IRA) 2012, was brought forth by the All Pakistan WAPDA Hydro Electric Workers Union (APWHEWU) against the Federation of Pakistan. The petition argues that the recruitment quota was previously agreed upon and implemented but was unilaterally withdrawn by the respondents, citing a Supreme Court judgment in CP No. 3390 of 2021 dated 26.09.2024. The petitioners contend that the cancellation violates Section 50(2) of the IRA 2012, which mandates that such settlements remain binding unless terminated through proper legal procedures. The NIRC has suspended the operation of the impugned order and issued a notice to the respondents for 07.04.2025. Recently on the strength of Judgment of Supreme Court in CP No. 3390 of 2021 dated 26.09.2024, the Respondents cancelled the quota for recruitment of Employee’s sons, further contending that under section 49 of IRA, 2012, the settlement arrived between the parties are binding and under section 50 (2) settlement agreed upon by the parties are binding and continued after the expiry of the aforesaid period until either party Informs the other party, in writing, of its intention of no longer to be bound by the settlement. Further contends that the settlement cannot be withdrawn without applying the sub-section 2 of section 50 of IRA, 2012 and the Respondents violated the express provisions of IRA, 2012 by unilaterally withdrawing from the settlement. In the light of contentions raised by the Petitioner, this Petition is admitted for hearing. Notice be given to the Respondent for 07.04.2025. This initiative aligns with the recent policy of merging 45 commerce colleges operating in rented buildings with low student enrollment into nearby institutions to ensure efficient use of government resources. Key Highlights of the Proposal: ✅ Govt. Associate College of Commerce, Township currently operates on 27 Kanals 8 Marla of land✅ The college has only 60 enrolled students despite a faculty of 15 regular teachers✅ The merger aims to reduce financial burden and ensure better resource allocation✅ The existing building is proposed to be repurposed as an Artificial Intelligence Hub The Directorate of Education (Colleges), Lahore Division has forwarded this recommendation to the Higher Education Department, Punjab, for final approval. Notification / OM No. No. SO(I&C-I) 5-10/2025 Dated 03-March-2025 Notification Issued By: Implementation & Coordination Wing, Services & General Administration Department, Government of the Punjab Punjab Government Strengthens Exam Security for SSC & HSSC 2025: The Government of Punjab has issued new directives to ensure a fair and secure environment for the Secondary School Certificate (SSC) and Higher Secondary School Certificate (HSSC) 2025 examinations. The exams are scheduled to begin on March 4, 2025, and April 29, 2025, respectively. To maintain the credibility and transparency of the exams, all Divisional Commissioners, Deputy Commissioners, and District Police Officers have been instructed to conduct surprise visits to exam centers. Special security measures will be in place to prevent any malpractice. Key Highlights of the Notification:✅ Surprise inspections of examination centers across Punjab✅ Enhanced security arrangements to maintain law and order✅ Complaint Portal Activation: Students and parents can now report exam-related concerns via Toll-Free No. 042-111-112-020✅ Daily monitoring reports to be sent to the Secretary of Higher Education The Punjab Government is committed to ensuring a transparent and fair examination process for all students. Notification Describes; No. SO(I&C-I) 5-10/2025Government of the PunjabServices & General Administration Department (Implementation & Coordination Wing) Dated Lahore the 3rd March, 2025 To SUBJECT:             INSPECTION OF EXAMINATION CENTERS                               I am directed to refer to the subject cited above and to state that the Secondary School Certificate (SSC) and Higher Secondary School Certificate (HSSC) 1st (Annual) Examinations, 2025 are scheduled to commence from 04th March and 29th April, 2025, respectively. 2.                           Steps taken by the Government during the previous examinations have significantly helped in improving the conduct and credibility of the examination in general. The same spirit behind this successful achievement needs to be maintained in the forthcoming examinations as well. 3.                           Keeping in view the prevailing law & order situation extra augmented vigilance is required. All the Commissioners are required to take immediate measures for ensuring law and order in and around the examination centers. They and their teams shall inspect the centers by making surprise visits at respective district levels and furnish regular reports accordingly. Moreover, adequate security arrangements may also be ensured at each examination center. 4.                           Upon the special instructions of the Chief Minister, an examination Complaint Portal has been established and activated with Toll-free No. 042-111-112- 020 so that students / parents may launch their complaints related to examination. A wide publicity of the portal may be ensured through print and electronic media for fair and smooth conduct of examinations (copy enclosed). 5.                           I am therefore directed to request that a daily report of the visits of various centers may be sent to the office of Secretary, Higher Education for further necessary action on WhatsApp 0332-8343552 and email address soboards@gmail.com.
