Balochistan Government Suspends Salary Payments Without DDO Certification: Immediate Compliance Required-Notification

NO.FD.SO(XIII-T)3-42/2020/2915-3030 GOVERNMENT OF BALOCHISTAN FINANCE DEPARTMENT (Treasury Section) Dated Quetta, the 19th September 2024 Subject:-       NON-PAYMENT OF SALARIES WITHOUT WRITTEN CERTIFICATION OF DDOS. The undersigned is directed to refer to the subject noted above and to state that, under the implementation of the Hon’ble Chief Minister’s urgent reform initiatives to streamline the payroll mechanism and address anomalies related to unauthorized salary payments, it is imperative that such payments from departments, offices, bodies, boards, and institutions be discontinued immediately. The Competent Authority has also directed that payment of salaries be made after written certification of DDOs to the office of Accountant General Balochistan and the concerned District Accounts Offices on monthly basis. 2.                 In light of the above, it is requested to adhere to this directive in letter and spirit and direct all subordinate offices under your jurisdiction to ensure that no salary payments are made without the provision of a written certificate from the concerned DDO before processing the payroll for October 2024. PAKISTAN Prof. Dr. Zia UI-Qayyum                                               No. HEC/ACAD/UGEP/2024/3 Executive Director                                                 Thursday, the September 19, 2024 Subject:   OFFERING OF A COURSE OF PAKISTAN STUDIES IN UNDERGRADAUTE DEGREE PROGRAMS Respected Vice Chancellor/Rector/Head of the Institute, The Higher Education Commission (HEC) developed the Undergraduate Education Policy (V 1.1) after extensive consultations and feedback from various stakeholders within the higher education sector across the country. This policy, finalized and issued in July 2023, was crafted with the intention of ensuring that students receive a holistic education that prepares them as well-rounded individuals. 2.                     One of the key components of this policy is the inclusion of a general education requirement, consisting of eleven (11) mandatory courses for all undergraduate degree programs. Among these, the course of “Ideology and Constitution of Pakistan” has been specifically designed to expand the students. knowledge base, building on their prior understanding of Pakistan Studies. However, it is noted that there are some concerns within the higher education community regarding the limited scope of the course as the same does not adequately cover the range of topics around Pakistan Studies. Some universities have also highlighted that their Acts or Charters necessitate the offering of the course of “Pakistan Studies” as a mandatory component for the award of degrees, and that the course of “Ideology and Constitution of Pakistan” may not satisfy this requirement. 3.                     In view of these concerns and in recognition of the importance of the course of “Pakistan Studies”, all the varsities are hereby advised to offer the course of “Pakistan Studies” of two-credits in all undergraduate degree programs without substituting it with the course of “Ideology and Constitution of Pakistan”. The Director (Primary), SE&LD Shaheed Benazir Abad Region, Nawab shah SUBJECT:      NON-REGISTRATION OF BIOMETRIC ATTENDANCE AND IRREGULARITIES OF NEWLY APPOINTED TEACHERS. I am writing to refer above cited subject and to bring to your attention a serious issue of two newly appointed teachers namely Mr. Zeeshan Pasha having CNIC# 41305-5426453-5 working as PST (BPS-14) at GBPS Hot Khan Mari (416030676) and Ms. Abida working as PST (BPS-14) A GBPS Muhammad Bux Buriro (416030399), who were appointed in the initial phase of IBA recruitment. Despite repeated instructions, they have failed to register themselves in the biometric attendance system.Non-registration of biometric attendance is a serious negligence on the part of the dealing officer, as biometric attendance is mandatory for all employees. The failure to register these teachers has compromised the accountability and transparency of the attendance system. Furthermore, both teachers have demonstrated irregular attendance and unwillingness to work. This has resulted in the compromised school education, Colossal educational loss for students and have Negatively impacted on academic performance. Hence, it is requested for immediate enquiry into the non-registration of biometric attendance with identification of responsible officials for negligence.
