Dated 22nd May 2025, the notification—approved by the Chief Minister—abolishes several previous allowances such as Utility, House Requisition, Hardship, Orderly, and Special Allowances (like BUITEMS Allowance), which will now be replaced by a single consolidated PSU Allowance. Effective from 1st June 2025, this allowance will be calculated at 25% of the initial basic pay (Pay Scale 2022) for universities in Quetta, and 35% for universities outside Quetta. However, this benefit will be available only to regular staff, excluding contractual, ad-hoc, and TTS employees. The notification also outlines a shift in funding policy: moving forward, PSUs will need to cover operational expenses through their own revenue, while government grants must be strictly used for salaries, allowances, and pensions. Any future changes to PUSS allowances will require approval from the Provincial Cabinet. iv.           Contractual, Ad-hoc & TTS Staff will not be entitled for the PSUs Allowance.                v.            The allowance will be subject to income tax. vi.           The allowance will not be admissible during study leave or extra ordinary Leave. vii.          The allowances will not be considered part of emoluments for the purpose of calculating pension or gratuity, if any. 3.                           Furthermore, the Government of Balochistan, Finance Department, has conveyed the decision of the Competent Authority that the Grant-in-Aid allocated by the Higher Education Commission (HEC) and the Government of Balochistan shall be utilized exclusively for the payment of salaries, allowances, and pensions. Operating expenses shall be met from the internal revenue sources of the Public Sector Universities (PSUs). Moving forward, PSUs will be required to strengthen their financial sustainability by generating adequate funds through their own sources, thereby reducing reliance on Grant-in-Aid from the Government. This training, as per the 2010 Promotion Policy, is essential for ensuring officers are equipped with professional skills and readiness for higher roles within the education system of Punjab. The list of 1606 nominated teachers (892 male and 656 female) has been received from DPI (SE), alongside a separate list of 58 additional candidates, all of whom are required to attend the training. The training will be conducted at district level from May 26 to June 26, 2025, excluding Eid-ul-Azha holidays. Field offices of PECTAA and District Education Authorities have been directed to coordinate arrangements, ensure attendance, and provide proper logistics. This is a significant step by the Punjab Government to improve the capacity building and performance of its educators, making this notification especially important for teachers, education officers, and DEAs across Punjab. It is also mentioned for your kind notice that two lists are attached with this letter. One seniority list of total 1548 (892: Male & 656: Female) that is received from DPI (SE) and another list of 58 participant (38: Male & 20: Female) is also received from DPI (SE) through different letters. These 58 participants must be included in this PLT starting from 26th May, 2025. 4.                           Field offices of PECTAA will conduct PLT of Teachers (BS 16 to 17) in all districts of Punjab from 26th May to 26th June, 2025 (Excluding Eid-Ul-Azha Holidays) according to the scheme of studies (Scheme of studies attached). 5.                           The plan for promotion linked training is as follow: 6.                           In this regard, Chief Executive Officers of District Education Authorities are requested to issue directions to the teachers who are eligible for PLT BS 16 to 17 in the list given above to attend PLT according to the given schedule. 7.                           The Field Officers PECTAA and Regional Program Managers are directed to coordinate with DEAS to ensure attendance of all participants.
