They would be allowed Honorarium equivalent to the pay determined by adding number of increments corresponding to their number of years served so far. c.            The employees involved in acts of misconduct viz corruption, theft of electricity, embezzlement, fraud and unethical acts/gross misconduct etc. would not be entitled for honorarium. d.            The employees who are under any enquiry/investigation in the department as well as in NAB/FIA etc. will not be eligible. HD/SO(PRS-I)/06-06/2024 Dated 28-March-2025 Notification Issued By: Home Department, Government Of Sindh Sindh Government Grants Special Remission to Prisoners on Eid-ul-Fitr 2025: The Government of Sindh has issued an official notification announcing a 120-day special remission for convicted prisoners across the province on the occasion of Eid-ul-Fitr 1446 (2025). This special relief is granted under Rule 788, 789, 790, and 791 of the Sindh Prisons and Corrections Service Rules, 2019, as part of the government’s humanitarian approach to supporting eligible inmates. However, the remission does not apply to prisoners convicted of serious offenses, including murder, espionage, anti-state activities, terrorism, rape, dacoity, financial crimes, and narcotics-related offenses. Additionally, foreign prisoners and those involved in financial embezzlement will not benefit from this remission. The notification directs that the remission details be recorded immediately in the official prison records to ensure timely implementation. This step reflects the Sindh government’s commitment to providing reformative relief while maintaining law and order. This directive follows approvals granted by the Chief Executive Officer FESCO and Funds Directorate WAPDA in previous communications. Despite prior instructions, the revised GLI recovery has not been implemented by certain departments, leading to delays in processing GLI claims of deceased employees. To resolve this issue, FESCO has now reissued strict instructions to all concerned Drawing & Disbursing Officers (DDOs) and the IT Directorate to ensure the recovery of GLI contributions effective from July 1, 2024, until the revised rates are officially applied. The Funds Directorate WAPDA Lahore has stopped processing GLI claims due to non-compliance, affecting the beneficiaries of deceased employees. All responsible departments are directed to take immediate action to recover and disburse the outstanding amounts, ensuring that the claims are processed without further delays. Additionally, FESCO has advised initiating disciplinary actions against officials responsible for non-compliance. GM (Funds) WAPDA Lahore letter No. Dy. GMF(Funds)/GLI/2024-27/3662-69 dated 24.07.2024 with the directions to ensure recovery of GLI contribution at the revised rates by Funds Directorate WAPDA w.e.f. 01.07.2024, however, recovery of GLI contribution w.e.f. 01.07.2024 to till the approval / change of GLI contribution rate by IT Directorate FESCO has not been implemented by your Offices so far due to which Funds Directorate WAPDA has stopped processing of GLI claims of deceased employees of FESCO. 2.                           Keeping in view of above it is again advised to ensure recovery of GLI contribution w.e.f. 01.07.2024 to till the date of revision of GLI contribution rates by (IT) Directorate FESCO and disburse the same to Dy. GM (Funds) WAPDA Lahore under intimation to this Office so that GLI claims of FESCO deceased employees may be got cleared at the earliest. 3.                           It is further advised to initiate necessary measures against the delinquents Officers/Officials responsible for non-effecting recovery of outstanding / recoverable GLI contribution w.e.f. 01.07.2024 to till the revision of rates by FESCO.
