ENROLLMENT TARGETS AND ACCOUNTABILITY 1.1.      Your district enrolment target for 2025 is a MANDATORY 20% INCREASE over the previous year’s total enrolment. No excuse or justification for not achieving this target will be entertained. 1.2.      Distribute this district-level target among your colleges as per their potential and past performance. You must clearly communicate specific targets to each college principal and provide these distribution details to this Directorate without any delay. 1.3.      Principals who express reluctance or resist these instructions must immediately be reported to this Directorate. 2. ADMISSION CAMPAIGN AND PROMINENT ALUMNI DISPLAY 2.1.      Each college must launch a rigorous admission campaign as a top priority, utilizing all available resources. 2.2.      Display clear, visible pictures of successful alumni prominently with short, impactful descriptions of their achievements, conveying a powerful impression of the college’s legacy and success. 2.3.      Showcase the college’s exceptional performance (academic results, Board positions, sports trophies, extra-curricular achievements, teachers’ distinctions) boldly and clearly through banners, posters, flexes, and standees placed strategically throughout the college premises. 3. PROFESSIONAL ADMISSION DESKS 3.1.      Past practices of casually setting up one table and a few chairs as an “Admission Desk” are strictly unacceptable. 3.2.      Each college MUST create a professional, respectable, and welcoming admission reception. Properly decorate this area, making it visually appealing and professional in appearance. 3.3.      Admission forms, updated college prospectuses, magazines, and other promotional materials must always be available at these desks. Shortages will not be excused. 4. COUNSELING DESKS FOR GUIDANCE 4.1.      Establish separate desks managed by experienced and dedicated teachers specifically to guide students regarding available subject combinations and future career opportunities. 4.2.      Principals must ensure teachers assigned to these desks actively engage with students and parents, guiding them sincerely, rather than passively sitting at these desks. 5. ORGANIZING HIGHLY PUBLICIZED SEMINARS 5.1.      Colleges must arrange at least one major seminar focused on the 1st Year Enrolment Drive 2025. 5.2.      Ensure maximum local publicity (through posters, banners, announcements in mosques, local media, and social media) for this seminar. 5.3.      Invite notable, successful alumni and well-known community figures who can influence and motivate prospective students and parents effectively. 6. RESOURCE UTILIZATION UNDER PPRA RULES 6.1.      Principals MUST use all financial resources available under PPRA rules and their delegated financial powers to actively promote the enrolment drive. Any reluctance or hesitation to use funds effectively will not be tolerated. 6.2.      Remember, the college’s future success and prestige depend heavily on your present actions and decisions. 7. ACTIVE DOOR-TO-DOOR CAMPAIGN 7.1.      Launch a disciplined and organized door-to-door campaign in all nearby communities. Principals must personally supervise and ensure teachers are actively participating. 7.2.      Provide each visiting team with informative flyers or pamphlets clearly highlighting college achievements, strengths, and unique facilities. 8. STRICT CAMPUS CLEANLINESS AND DISCIPLINE 8.1.      Always keep your college environment spotlessly clean. Cleanliness of classrooms, washrooms, corridors, lawns, and entry points is strictly your responsibility. 8.2.      Menial staff MUST always be in proper uniform during duty hours. Immediate disciplinary action will be taken against any staff member not complying with this instruction. 9. ALUMNI INVOLVEMENT AND FUNDRAISING 9.1.      Actively engage your alumni network. Request successful alumni to support the college through sponsorships, donations, or participating in promotional events. 9.2.      Formally establish an alumni support committee in your college to manage and coordinate these activities effectively. 10. DIGITAL AND SOCIAL MEDIA PRESENCE 10.1.    Every college MUST maintain an active and positive social media presence to highlight academic achievements, success stories, ongoing enrolment activities, and alumni testimonials. Principals will be held responsible for their college’s digital presence. 11. STUDENT AMBASSADOR PROGRAM 11.1.    Principals should immediately appoint senior students as “Student Ambassadors” who will actively participate in and support enrolment campaigns, creating a positive image among prospective students. 12. ZERO TOLERANCE FOR NON-COMPLIANCE 12.1.    All Deputy Directors MUST visit each college in their jurisdiction frequently. This decision affects 5,863 schools outsourced in Phase-1 and 4,789 schools being outsourced in Phase-2 of the program. The affected staff from these schools will now be reassigned to public schools, ensuring that their expertise continues to benefit the education system. This restructuring is being implemented as per The Punjab Delegation of Financial Powers Rules, 2016, and further notifications will be issued at the district level. This development is crucial for teachers, school staff, and education authorities across Punjab.
