NO.FD.SO(XIII-T)3-42/DGTA/2024/3354-3405 GOVERNMENT OF BALOCHISTAN FINANCE DEPARTMENT (TREASURY SECTION) Dated Quetta the 21st October, 2024 SUBJECT:     NON-PAYMENT OF SALARIES  WITHOUT    WRITTEN CERTIFICATION OF DDO’S The undersigned is directed to refer to the subject noted above and in line with the implementation of Chief Minister’s Balochistan urgent reforms initiatives to streamline the payroll mechanism and address anomalies related to unauthorized salary payments that need to be discontinued immediately. Since the payroll for the month of October, 2024 has been approaching therefore, the salary payments are required to be released only to the extent ofthe verified employees after written certification of DDOs to the office of Accountant General, Balochistan and the concerned District Accounts Offices while the salary disbursements of unverified employees would be unpaid w.e.f. said month (October). 2.                     In view of above context, it is therefore, directed that the salary payments of those employees be made/released while executing payroll for the month of October, 2024 whose verified list is submitted by the DDO concerned till 23rd October, 2024 (Wednesday) and to exclude the non-verified employees from the payroll for the said month and to stop/discontinue their salary disbursements accordingly.                               The matter may be treated as most urgent /important. WING)Islamabad, the 09th October, 2024 SUBJECT:      PRIME MINISTER’S RELIEF FUND FOR GHAZA AND LEBANON It has been decided to establish/ open with immediate effect a Fund to be known as ‘PRIME MINISTER’S RELIEF FUND FOR GHAZA AND LEBANON’ to extend maximum humanitarian support to the people of Ghaza and Lebanon. 2.                     All proceeds on account of ‘PRIME MINISTER’S RELIEF FUND FORGHAZA AND LEBANON’ and payment into the aforesaid fund will be received at all branches of State Bank of Pakistan, all Treasuries and Branches of National Bank of Pakistan and all other Scheduled Banks. 3.                     The Fund may receive donations from both, domestic, international donors andcontributions from abroad which will be received at all the branches of above referred banks where such branches are existing. In other foreign countries, contributions will be received at Pakistan missions and remitted to the State Bank of Pakistan which would prescribe necessary procedure for its accounting. 4.                     All proceeds received in the name of the Fund will be credited to the public account of the Federal Government under following head of account: Major Head G12 Special Deposit Fund Minor Head G121 Relief Funds Detailed Head G12169 Prime Minister Relief Fund for Ghaza and Lebanon 5.                                             Accounts of the Fund will be maintained by Accountant General of Pakistan Revenues Islamabad and Fund will be administered by the National Disaster Management Authority (NDMA) in consultation with Finance Division. Clarification on Implementation of Revised Family Pension Guidelines – Notification

Government of Pakistan Finance Division (Regulations Wing) No. F. 9(3)-Reg.6/2024-300                                              Islamabad, the 10th October, 2024 OFFICE MEMORANDUM Subject:-    ORDINARY FAMILY PENSION. The undersigned is directed to refer Finance Division’s O.M. F.No.9(3)R­6/2024-264 dated 10.09.2024 on the subject noted above and to state that queries in this context have been received in Finance Division from different quarters inquiring “whether decision conveyed vide above O.M. is applicable to existing family pensioners who are in receipt of pension and have completed 10 years/age of 21 years as the case may be, and whether their pension may be discontinued on 10.09.2024 or they are entitled to draw their pension as per previous family pension rules”. 2.     It is clarified that the decision does not apply to current family pensioners, as indicated by the use of the adverb “henceforth” in the ruling. No. FD.SR-1/9-46/2015 Government of the Punjab Finance Department Dated Lahore, the 26th September, 2016 Subject:           ASSIGNMENT OF ADDITIONAL CHARGE FOR THE SECOND SPELL OF THREE MONTHS. I am directed to refer to me subject cited above and state that it has been observed that Administrative Departments assign the additional charge of post(s) to officer(s) against vacant post(s) without considering the stipulated time period, i.e. after completion of three months of additional charge, they let the officer continue holding the additional charge, of the same post(s) without seeking prior approval of theFinance Department whereas, it has been clearly mentioned in our circular letter NO.FD.SR-II/2-3B/70 dated 17 03 1988 that additional charge for the second spell may be extended, if so required, after due consultation with the Finance Department 2.                     It is, therefore, advised that all the departments should ensure that additional charge may not be assigned to an officer for the second spell of three months without prior consultation with the Finance Department. It has now been decided that the rate of profit applicable to the subscriptions and the balances in the various Provident Funds during the financial year beginning on the 1st July, 2023 shall be 13.97% per annum. The undersigned is directed to refer to the subject noted above and to state that, under the implementation of the Hon’ble Chief Minister’s urgent reform initiatives to streamline the payroll mechanism and address anomalies related to unauthorized salary payments, it is imperative that such payments from departments, offices, bodies, boards, and institutions be discontinued immediately. The Competent Authority has also directed that payment of salaries be made after written certification of DDOs to the office of Accountant General Balochistan and the concerned District Accounts Offices on monthly basis. 2.                 In light of the above, it is requested to adhere to this directive in letter and spirit and direct all subordinate offices under your jurisdiction to ensure that no salary payments are made without the provision of a written certificate from the concerned DDO before processing the payroll for October 2024.
