ISLAMABAD, RAWALPINDI, LAHORE, KARACHI, PESHAWAR AND QUETTA. I am directed to refer to the subject cited above and to say that the competent authority has desired that Pak PWD may conduct a comprehensive survey of the market rent rate of residential accommodations at six specified stations viz Islamabad/Rawalpindi, Lahore. Karachi, Peshawar & Quetta and submit survey report for enhancement/revision of rental ceiling. 2.      Pak PWD is, therefore, directed to conduct market rent survey at all specified stations and submit report/recommendations to this Ministry within one week at the earliest. HR&A-02/2024 Subject:           SPECIAL DISPENSATION FOR THE CIVIL SERVANTS IN THE FEDERAL GOVERNMENT FOR THE EMPLOYEES IN BS-01 TO BS-16 FOR USC EMPLOYEES The Board of Directors in its 183rd meeting held on 29th July 2024, have approved the adoption of policy of one time dispensation for USC employees in-line with the Finance Division (Regulation Wing) O.M No.F.No.9(7)/R-1/2014-62/2023 dated 14th February 2023. Keeping in view the salient features/ pattern of the said Office Memorandum, the under noted dispensations/ up gradations are hereby notified w.e.f 29th July 2024:- Sr. No. Dispensation /up-gradation Remarks i. BPS-01 to 05 The incumbents in BPS-01 to BPS-05 will be granted two higher pay scales as one time dispensation, as they have not availed time scale under Time Scale policy-2022. However, their substantive pay scales will remain un-changed. ii. BPS-06 to 15 The incumbents in BPS-06 to BPS-15 will be granted next higher pay scale as one time dispensation, as they have not availed time scale under Time Scale policy-2022. However, their substantive pay scales will remain un-changed. iii. BPS-16 One additional Increment as one time Dispensation. iv. Up-Gradation of the Posts of UDC (Record Keeper BS-11) LDC (Jr. Record Keeper BS-09) along with incumbents. Post of Lower Division Clerk (Jr. Record Keeper) is upgraded from BPS-09 to BPS-11 and Upper Division Clerk (Record Keeper) from BPS-11 to BPS-13 along with incumbents. 3.                     This dispensation shall not involve any up gradation of posts except the posts of LDC(Jr. Record Keeper) /UDC( Record Keeper). 4.                     No premature increment shall be admissible on grant of higher pay scale under this dispensation. 5.                     The beneficiary of grant of higher pay scale under this dispensation shall continue to draw allowances/perks/privileges/etc. sanctioned for own substantive pay scale. The substantive pay scale is a pay scale which o acquired by a Civil Savant on regular basis through initial appointment/by means of promotion/appointment by transfer. 6.                     Employees of those cadres who have already been given up-gradation/one time dispensation earlier are not entitled for this special dispensation. 7.                     The detailed Office Order (by name) to this affect will be issued separately after scrutiny of record to be forwarded by Zones/Regions. No 4230-3/AD (Lit: II)                                                                                                 Dated Peshawar the 13/08 /2024 Subject: – DETERMINATION OF SENIORITY OF TEACHERS, REGULARIZED UNDER THE KHYBER PAKHTUNKHWA E&SE DEPARTMENT (APPOINTMENT & REGULARIZATION OF SERVICES) ACT, 2017. Memo: 1 am directed to refer to the consolidated judgment dated 31-05-2023 of the Honorable Khyber Pakhtunkhwa Service Tribunal, Peshawar in Service Appeals No. 2069/2019 etc. under the titled: Abid Noor Vs Govt: of KP & subsequent guidance letter No. NO. ALO(OP)LD/15-2/2023/KC.7405-7408 dated 20-05-2024 of law Department conveyed to this Directorate vide letter No. SO (Primary-M) E&SED/4-7/seniority of PSTs under Act. 2017/court cases/2024 dated 26-06-2024 by the Admin Department, wherein, it has been held that: “Leaving aside the judgment of the Honorable Service Tribunal dated 31-05-2023 in Service Appeals No. 2069 to 2079/2019, the benefits of Section-4 (2) of the (Appointment & Regularization of Services) Act, 2017 may be extended to all the employees, regularized under the said Act after advice of the scrutiny committee meeting held on dated 06-09-2023.. To elaborate further, Section-4(2) of the (Appointment & Regularization) Act, 2017. is hereby reproduced in verbatim for perusal: 4. Determination of Seniority. (1),………………………………………………………….      (2). The seniority inter-se of those employees. whose services are regularized under this Act within the Cadre shall be determined on the basis of their continuous service in cadre. provided that if the date of continuous service in the case of two or more employees is the same. the employee older in age shall rank senior to the younger one.” As sequel to the fore-made discussion, citation of the relevant provision of law & Judgment dated 31-05-2023 of the learned Tribunal, it is hereby intimated that seniority of the teachers who have been regularized under the Act, 2017 be determined in light of the Section-4 (2) of the Act ibid in view of their continuous service in the cadre from the date of appointment and if continuous service of two or more teachers is the same, the employee older in age shall rank senior to the younger one please. Pakistan Water and Power Development Authority Office of General Manager Finance (Coord,) Finance Division (Regulations) No. FO(B&F)/10-126/Ind/Vol-27/2234-83                                                    Dated 12/08/2024 OFFICE ORDER Sub:-   GRANT OF AD-HOC RELIEF ALLOWANCE — 2024 The Authority has been pleased to sanction Ad-hoc Relief Allowance-2024 as per following rates for all WAPDA employees working against Basic Pay Scales:- BPS-1 to 16                 @25% of Running Basic Pay BPS-17 and above      @ 20% of Running Basic Pay 2.         The said allowance:- i).   will be subject to Income Tax. ii).   will be admissible during leave and entire period of LPR except during extra ordinary leave. iii).  will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent. iv).  will not be admissible to the employees during the tenure of their posting/ deputation abroad; and v).  will be admissible to employees on their repatriation from posting/ deputation abroad at the rate and amount which would have been admissible to them had they not been posted abroad. 3.         The term “Basic Pay” for the purpose of Ad-hoc Relief Allowance-2024 will also include the amount of Personal Pay granted on account of annual increment(s) beyond the maximum of the existing pay scales. 4.         This order is effective from 1st July, 2024. Pakistan Water and Power Development Authority Office of the General Manager Finance (Coord:) Finance Division (Regulations), No. FO(B&F)/37-9/Ind/Vol-9/2284-2333                                      Date 12/08/2024 OFFICE ORDER Sub:-   GRANT OF INCREASE IN PENSION TO WAPDA PENSIONERS – 2024 The Authority has been pleased to sanction increase @ 15% of Net Pension to all WAPDA Pensioners including Family Pension. 2          The 15% increase in pension as allowed vide para-1 above will also be admissible to the pensioners who would retire on or after 01.07.2024. 3.         For the purpose of admissibility of increase in pension sanctioned in this O.O, the term “Net Pension” means “Pension being drawn” minus “Medical Allowance”. 4.           The increase in pension sanctioned in this O.O will not be admissible on Special Additional Pension allowed in lieu of pre-retirement Orderly Allowance and monetized value of a driver or an orderly. 5.         This order is effective from 1st July, 2024.
