Punjab Govt Directs Institutions to Prioritize Female Staff for Safer Environment in Female and Co-Education Campuses-Notification

SUBJECT:     ENSURING DEPLOYMENT OF FEMALE STAFF IN FEMALE AND CO-EDUCATION INSTITUTIONS,

I am directed to refer to the subject cited above and state that to ensure safe educational environment for girl students enrolled in female or co-educational institutions/hostels, all possible efforts may be made to adhere the following guidelines:

• In all the female / co-education Institutions / hostels, only the female staff should be employed. (Preferably).
• However, in the cases of extreme exigencies, following mechanism should be implemented for reducing the interaction of the male staff with the female students:

a.         The male staff should only be employed Sparingly.

b.         The places where the male staff is deputed should be notified and Instructions should be given to such staff to observe these restrictions.

c.         The places where the male staff works should be property monitor through CCTV cameras or through patrolling of the senior female staff. The camera recordings should be monitored live by a notified officer and the recordings should be kept for third party review (for at least 30 days).

(iii)      Furthermore, for the safety and security of girl students and to ensure avoidance of any unpleasant/ untoward incident, any dark alleys, areas out of surveillance should be brought under the surveillance forthwith.
